I was reading about this experiment-
Scientists in 60s were monitoring monkeys on a remote
Japanese island who were cleaning sand off sweet potatoes by washing them in a
stream. When the critical mass of monkeys doing this activity reached a certain
number, primates on another island began doing the same thing. Ken Keyers Jr.
took this experiment as a metaphor for an individual’s personal responsibility
to think peace. You never know if you might be the “hundredth monkey” exploding
the common consciousness into mass understanding-
Moral of the story- if you think something has to be
done keep doing it- it might change the way things are done by EVERYONE
And that brings me back to the topic of juvenile crime-
There are 3 factors which have to be considered very
seriously in matter of juvenile crime-
1- In many
states where Government jobs are a fad- the registered birthdays of children is
not accurate- not just in lower classes, but also in middle class. In India
where documentation process has lots of loopholes- how sensible it is to keep
laws which depend on these false documents?
2- Even
if the date of a criminal’s birth is correct, if system sticks to juvenile
laws- is it not sending the signal to youth- if you want to commit a crime do
it before you turn 18? So rather than discouraging child abuse- is our system
not motivating the youth to abuse others??
3- And
third, last but most important, not just in case of rape- but for any sex
offense- how sensible is it to stick to juvenile laws- if a 16 year old boy
sexually abuse a 15 year old girl (real case)- is he not doing crime of heinous
nature for which he must be punished. If a person is mature enough to force
others to comply with his sexual needs- he is surely mature enough to bear the
consequence.
Sexual crimes must NOT undertake the age of criminal in consideration.
And a law has to be passed in this regard- IT IS HIGH
TIME FOR THE CHANGE
